Isn't ntpdate something that is called oneshot just before the ntpd service starts?
(To quickly get time on the ballbark; the ntpd is good for the fine-tuning, but weak on the large changes.)
An alternative to ntpd is the chronyd service (package chrony). Chrony does not need nor use ntpdate.
