No, it's considerably more complicated than that. Unless you want to learn more about how a linux system all hangs together then I would recommend just reinstalling from scratch on the disk size you want to use.
Roadblocks to "just" copying:
default filesystem is xfs and cannot be shrunk
you'd need to reinstall grub
you'd need to adjust all UUIDs in fstab and grub.cfg
It can probably be done but the time it would take would be many times more than just starting over.
